Project with No WIP
In this example, you can see there is no Work In Progress in this project, but scrolling over the Billing Event link in the Related List Quick Links Section there is a BE shown. That is a quick way to know that the project has been invoiced. You can also see from this section that there ARE both Timecards and Expenses associated with the project, however as there is no WIP displayed, you know that all timecards and expenses have been either invoiced or written off.

Further down the details page of the project you will come to:

In this section, you can see what, if anything has been invoiced (Blue Arrow), and you are able to check if there are any outstanding invoices using the Action: Check Payment Status checkbox (Red Box). This functionality is imperfect, but helpful if you need to see whether an invoice has been paid. This checkbox runs a script behind the scenes, and fills in the information. It is ONLY accurate when you run the script, and does NOT automatically update. So, for example if you run the script at 10 am, and someone posts a payment to the project at 10:01, and you check again at 10:15, you have to manually run the script again to see any updates.
Project with WIP
In this example, you can see there is currently some Work In Progress on this project. So, the easiest way to tell if something has been invoiced, is to check the Billing Events as above, and additionally, you can see in the timecards, expenses and miscellaneous adjustment quick links what has or has not been invoiced. You will note from the image below that the timecard quick link shows a BE number next to some timecards and not others. The BE number being associated indicates that particular record has been associated with a BE and therefore invoiced.

Further down the details, you can see the Project Actuals section for this project as well.

As with the last example, you can see what has been invoiced (Blue Arrow) and WIP (Yellow Arrow), and the total of both billed and unbilled amounts (Green Arrow). This will help you determine whether anything has been invoiced, and what, if anything, hasn't.
